Well, many programmers spend their days writing HTML, CSS and SQL, none of which are Turing-complete. For that reason one might (and many do) not call them programming languages. But that’s splitting hairs. They’re all a way to get a computer to do what you want it to do, even if you can’t get it to do everything using that one language.
